The release contains 20,633 canonical places: the complete 20,621-place ONE 2021 graph plus 10 places observed only in the current layers and 2 formerly orphaned subbarrios whose current parents are now present. It applies the four municipality elevations supported by effective law for the release date. It preserves every old ONE identifier as a source-scoped historical classification; it does not invent replacement municipality codes.

Villa Central is unquestionably effective for the 2026 release, but Law 16-24 states 20 February 2024 even though it was promulgated on 2 June 2024. The catalog leaves the exact historical start date null and retains the stated date and chronology conflict in the interpretation evidence.

Laws 11-24 and 39-24 use the general entry-into-force formula. Article 1 of the Civil Code makes a law known on the second day after official publication in provinces outside the National District. The candidate therefore interprets Tireo as effective on 18 February 2024 and La Caleta on 17 August 2024. These are explicit, reviewable interpretations rather than dates stated verbatim by those laws.

Current-source cross-check

Six hash-pinned GeoJSON layers attributed to ONE's Portal Geoestadístico were compared with every applicable ONE 2021 row. Their ArcGIS items were modified in October 2025, but that hosting timestamp is not treated as a legal effective date.

The municipality/district layer still classifies Tireo, Villa Central, La Caleta, and La Victoria as municipal districts. Effective law therefore overrides only their canonical kind and parent; the source records remain unchanged.

The two duplicate section codes are 0125010802, reused for eight Parada names, and 0427020302, reused for three Kilómetro names. File order cannot decide which name is canonical, so each code is represented by one conflicted identity carrying every observed name. The five barrio/paraje omissions are not interpreted as abolitions: the older places remain provisional because a geometry-layer omission is not a legal act. The ten additions are present as provisional places. For 23 same-code changes, the current observed name is preferred and the prior name remains an alias.

The official Consultoría Jurídica search API returned 70 laws for publication year 2025 and 21 for 2026. Titles and summaries were screened for territorial creation, elevation, abolition, renaming, or reparenting. No later territorial change was identified. The newest indexed promulgation in those responses was Law 74-25, dated 14 August 2026 and published in Official Gazette 11257.

This is strong negative evidence, not proof that an unindexed or indirectly worded enactment does not exist. The exact query scope, response hashes, conclusion, and limitation are stored in national-2026-09-05.json (maintainer-only artifact).

Consultoría Jurídica's former Consulta/Home/FileManagement links now return 404. The current /api/document/{documentId} routes reproduce the already pinned bytes for Laws 11-24, 15-24, 16-24, 39-24, and 40-24 exactly; their SHA-256 values did not change. The registry uses the current routes while the earlier acquisition report remains historical evidence of the former routes.

Reconciliation and publication outcome

The release records reviewed dispositions for all 15 inherited reconciliation items. Three repeated subbarrio tuples remain one conflicted identity with all observed names. The 2021 Manacle assertion that reused Higo Grande's tuple is rejected in favor of the distinct current Manacle code. Two formerly orphaned rows are accepted after their current parent places are added. Two obsolete Villa Verde missing-parent claims are rejected without rewriting current identity. The Korea row uses the province-supported region, six source-summary mismatches retain the qualified row-level records, and the two malformed one-digit source segments remain explicit rejected rows rather than silently padded identifiers.

The modern comparison contributes 40 additional decisions: 10 additions, 5 retained omissions, 23 name changes, and 2 duplicate-code conflicts. The reconciliation command also inserts 15,014 current ONE source records and 7 legal source records, then proves there is no open reconciliation item, undispositioned rejection, or source match requiring review. Repeating the command returns already_reconciled only after matching the supplied inputs to the immutable release binding and checking the exact stored artifacts, attestations, source records, release matches, decisions, and rejection dispositions.

Here, a terminal reconciliation status means that every observed discrepancy has a recorded treatment. It does not make a provisional assertion verified, make a conflicted code unambiguous, or prove that an unindexed or indirectly worded enactment does not exist. Those limits remain visible in release and place qualityStatus values and in provenance conflicts.

The free public API is allowed under two independent evidence scopes. The operator confirmation covers derived ONE territorial data from both the 2021 publication and the hash-pinned current layers. Dominican Copyright Law 65-00, Article 41 supplies the recorded statutory basis for the legal assertions, with source attribution and conformity to the official edition. The activation command assesses those rights before moving the release to active.

Neither basis authorizes redistribution of the original source files or the downloadable catalog database. A SQLite projection can be generated for local qualification only; its manifest reports publicationAllowed: false and distribution: "local_qualification_only".
