# Dominican territorial source assessment

**Evidence cutoff:** 5 September 2026

**Catalog scope:** Santo Domingo tracer plus an active, interpreted 2026 national release eligible
for the free public API

No single publication found in this review is both a complete current hierarchy and the legal
authority for every 2026 territorial change. The catalog therefore treats canonical identity as a
reviewed conclusion and retains each publisher's identifiers and assertions in a separate
namespace.

## Administrative shape

ONE's *División Territorial 2021* supplies the deepest official hierarchy found in one source:

This is a branching hierarchy, not a form in which every address traverses every kind. Urban and
rural branches differ, a municipality can have no municipal district, and the National District is
not a province. The API consequently exposes adjacency and ancestry instead of hard-coding a fixed
sequence of dropdowns.

The ONE publication describes columns for region, province, municipality, municipal district,
section or urban zone, barrio or paraje, and sub-barrio. It calls the representation a 13-digit code,
while the displayed segment widths total 15 digits (`2+2+2+2+2+3+2`). The importer preserves the
seven source columns and leading zeroes as text and does not invent a concatenated ONE identifier.

The exact URLs, source dates, rights status, parser keys, and acquisition notes are maintained in
[`sources/registry.json`](../sources/registry.json). The acquisition rehearsal, including failures,
byte counts, parser version, and hashes, is retained in
[`sources/acquisition-report.json`](../sources/acquisition-report.json).

The Consultoría Jurídica site migration replaced its legacy document-download paths with
`/api/document/{documentId}`. The current routes returned byte-identical PDFs for the five pinned
territorial laws. Law 65-00 is independently pinned as the rights-basis evidence. The historical
acquisition report intentionally retains the old URLs it actually used.

The national parse and database result is documented in the [ONE import report](one-national-import.md).
The imported source contains 20,776 accepted rows and 2 retained rejections. Its base graph has
20,621 places, no orphans, and no cycles. The active interpreted release contains 20,633 places
after all 15 inherited items, both rejections, and 40 newer-layer differences receive explicit

## Canonical precedence

Canonical place kind and containment use the following evidence order:

1. A law or constitutional rule that is effective for the release date.
2. A current territorial publication that explicitly incorporates that law.
3. The latest applicable ONE territorial assertion.
4. Corroborating administrative, geographic, protocol, or postal observations.

This ordering is claim-specific. A law can establish that La Victoria is a municipality from 1
January 2026 without assigning a DGII code. DGII remains authoritative for the code accepted by its
own e-CF protocol, even when that code's older classification conflicts with the current legal kind.
DIGEPRES can corroborate that a local government appears in its 2026 budget universe, but its
omission would not by itself abolish a municipality.

Every released place therefore has:

- a stable service identity, exposed as `place_<uuid>`;
- a release-scoped preferred name, kind, parent, and quality status;
- zero or more identifiers represented by `(scheme, code)`, never by a bare globally unique code;
- source-record matches and any unresolved conflicts that explain the canonical conclusion.

`verified` means the canonical claims have sufficient current authority, `provisional` means a
useful claim is not yet fully supported, and `conflicted` means a material disagreement is retained.
These statuses describe data confidence, not source popularity.

## 2026 tracer conclusions

The first release exercises the source disagreement rather than hiding it:

- Law 39-24 supports La Caleta as a municipality, while DGII still resolves e-CF code `320402` from
  its older source classification.
- Laws 15-24 and 40-24 make La Victoria a municipality from 1 January 2026, while DGII still resolves
  e-CF code `320302` from its older source classification.
- Law 40-24 moves the effective date of all Law 15-24 territorial definitions to 1 January 2026. The
  tracer retains that amendment as provenance for the included sections and parajes, rather than
  presenting Law 15-24's superseded future date as their current authority.
- DIGEPRES 2026 corroborates both entities' administrative presence but retains their former CIFE
  classification pending correction, so it does not establish their municipality kind.
- Law 15-24 names two different parajes called San Mateo, under the sections Mata Mamón and Hacienda
  Estrella. Search must return both with distinct ancestor paths.

The tracer intentionally keeps broader country, region, province, and National District claims
provisional because it is a small cross-source qualification fixture. The separately versioned
national release reconciles the deep ONE hierarchy, current-reference layers, and effective legal
changes. Its `provisional` quality status exposes the remaining limits of currentness evidence; it
does not claim that every possible unindexed enactment has been excluded.

## Publication and rights boundary

The [ONE publication viewer](https://www.one.gob.do/publicaciones/2021/division-territorial-2021/?altTemplate=publicacionOnline)
displays CC BY-NC 4.0. The operator separately confirms that derived ONE territorial data may be
redistributed through a public, free-to-use API. The repository records that authorization as a
scope-specific rights attestation. It does not authorize a downloadable database, original-PDF
redistribution, or commercial use.

The national legal assertions use the separately recorded Article 41 basis from Law 65-00, which
permits reproduction of laws and official texts when the source is identified and the reproduction
conforms to the official edition. The active release passes the free-public-API assessment because
every contributing source family has a matching attestation.

Neither attestation authorizes original-file or downloadable-database distribution, and commercial
reuse remains unconfirmed. The service therefore refuses a distributable national snapshot. The
local qualification override and the restricted-tracer override both mark their snapshot manifests
`publicationAllowed: false`; the tracer API override additionally requires a loopback host.
